Rivers Assembly joins Osun, Edo in backing state police bill

Published

on

The Rivers State House of Assembly has backed the bill for the creation of state police in Nigeria.

With its backing, the Assembly joined its counterparts in Osun and Edo in declaring support for the bill.

Recall that the bill was sent to the state Houses of Assembly by the National Assembly for consideration after it was formally transmitted to the Clerk to the National Assembly on September 16, 2026.

Going by Section 9 of the Constitution, at least 24 of the 36 state Houses of Assembly must approve the amendment before it can be sent to the President for assent.

The proposed amendment seeks to create a decentralised policing system, with the Presidential Working Group saying it would bring policing closer to Nigerians by providing safeguards for its operation.

The National Assembly has given the state legislatures a 30-day administrative time frame to consider the bill.

The Rivers Assembly, during plenary on Monday, voted unanimously to approve the proposed alteration of the 1999 Constitution, as forwarded by the National Assembly, to provide a constitutional pathway for the establishment of state police in Nigeria.

The item dominated Monday’s plenary, presided over by the Speaker, Martin Amaewhule.

The Speaker said the Assembly fully supports the efforts of President Bola Tinubu to secure the lives and property of citizens through the establishment of state police.

Before putting it to a vote, Amaewhule drew the attention of his colleagues to Section 9 of the 1999 Constitution, as amended, which empowers the National Assembly to alter the Constitution.

He explained that under Section 9(2), such an alteration must be supported by two-thirds of the members of each House of the National Assembly and approved by resolution of the Houses of Assembly of not less than two-thirds of all the states.

He stated, “As required by the Constitution, our responsibility will be to vote whether or not we approve of the alteration of the Constitution so proposed by the National Assembly.

“No debate is allowed; we will just vote whether we accept or we do not accept.”

The Speaker then presented the Constitution of the Federal Republic of Nigeria 1999 (Fifth Alteration) Bill, 2022, explaining that it seeks to create a constitutional pathway for the establishment of State Police Services, subject to the Constitution and to an Act of the National Assembly prescribing national minimum policing standards.

According to him, the bill preserves the Federal Police Service as the default police service in any state until a state police service is lawfully established and certified operational, and retains the continuing federal policing role in every state and the Federal Capital Territory, Abuja.

It also establishes constitutional guardrails covering civilian control, human rights, national minimum standards, independent Police Service Commissions, intergovernmental cooperation, criminal information systems, firearms control, and exceptional federal intervention in state policing in cases of breakdown, serious incapacity, national security threat, or egregious abuse.

The Speaker further said the detailed organisation, procedures, operational control, certification, complaints mechanisms, grants, and implementation arrangements are to be left to subsequent Acts of the National Assembly and, where applicable, the laws of the state Houses of Assembly.

Amaewhule noted that the bill contains 26 clauses, including 25 alterations or substitutions to provisions of the Constitution, which he read out to the House.

Following the reading, a vote was taken, with all the lawmakers present indicating support by raising their hands.

Announcing the outcome, the Speaker said the Clerk had counted the votes: 25 members were in favour, none against, and there was no abstention.

“By this vote, the 10th Assembly of Rivers State is fully in support of the Constitution of the Federal Republic of Nigeria 1999 (Fifth Alteration) Bill, 2022,” the Speaker declared.

He said the Assembly fully supports the Federal Executive Council, headed by President Tinubu, in ensuring that the security of lives and property remains a top priority for all levels of government.

“Anything that needs to be done towards ensuring that our people are properly protected, so that people can move freely, stay in their houses, go about their normal businesses without fear or hindrance by anybody or group of persons, will continue to be our top priority,” Amaewhule said.

The Speaker described the introduction of police at the sub-national level to complement the Federal Police as a welcome development.

“We believe in this 10th Assembly of Rivers State that everybody needs to work together.

“We don’t expect that there will be any state assembly that will say no to this particular effort, so that everybody can begin to work in tandem for our people to heave a sigh of relief,” Amaewhule added.

He thanked the lawmakers for casting what he called the right vote after consulting their constituents, noting that Nigerians have for years clamoured for police at the sub-national levels to complement the efforts of the police.

Published

on

Jigawa State Governor, Umar Namadi, has pledged to review the allowances of National Youth Service Corps members posted to the state.

The governor made the pledge on Monday when he visited the NYSC Permanent Orientation Camp in Fanisau, Dutse, during the passing-out ceremony for the 2026 Batch C Stream corps members.

Namadi said the proposed increase was to appreciate the contributions of corps members to the development of the state and cushion the effects of the current economic challenges.

He said, “We will review up and increase NYSC corpers allowance posted to the state to encourage them to give their best.”

The governor congratulated the corps members on completing their mandatory six-week orientation course and urged them to be good ambassadors of the scheme.

He also announced an immediate N10,000 transport allowance for each corps member to ease movement to their places of primary assignment.

“We have provided N10,000 transportation allowance to each of you to ease your movement to your places of primary assignment,” he said.

Namadi said the government would consider constructing a bigger hall at the camp to accommodate more corps members during activities.

He said, “We will look at the possibility of construction of a bigger hall at this camp for your large gatherings.”

The governor also assured the corps members that the state government would procure a larger generator to address power supply challenges at the NYSC camp in Fanisau.

According to him, the intervention would improve the welfare and living conditions of corps members and camp officials.

He said, “We will procure a larger generator at the NYSC camp in Fanisau to ensure steady power supply.”

Earlier, the NYSC Jigawa State Coordinator, Muhammad Baba, commended the governor for his continued support for the scheme.

Baba said the Batch C corps members had been adequately trained and found worthy in character and learning to proceed to their primary assignments.

He said, “These corps members have completed the mandatory orientation course and are ready to contribute to the development of Jigawa State.”

The coordinator thanked the governor for the transport allowance and other interventions at the camp.

He appealed to the state government to sustain its support to enable the scheme to achieve its objectives.

Baba also urged the corps members to respect the cultures of their host communities and contribute meaningfully to their development.

Tinubu makes history as first Nigerian President to receive proposed UN budget, read details

Published

on

President Bola Tinubu has received copies of the proposed 2027 United Nations budget from Nigeria’s Permanent Representative to the UN, Jimoh Ibrahim.

Ibrahim, who chairs the UN committee responsible for budgetary and administrative matters, presented the seven-volume document to the President at the State House, Abuja.

Speaking to journalists after the presentation, Ibrahim described the occasion as historic, saying it was the first time in 66 years that a Nigerian president had received the proposed UN budget through the process.

He said, “This is the presentation of the United Nations proposed budget for 2027 that was presented to me by the General Assembly, by the Secretary-General of the United Nations to the Fifth Committee, and that budget has seven volumes.

“So it has to be presented to my country because my country is a member of the United Nations. I share the budget at the committee, so the appropriate thing to do is to bring the budget home and deliver it to the President.

“This is the first time in 66 years that Nigeria will share budget in the committee. The first time. So I don’t know when we’re going to do that again in history.”

Ibrahim added, “President Bola Tinubu is making history to have been able to receive that budget, being the first President in 66 years that will receive such budget from the United Nations, and it’s not a small issue for a country to receive the whole UN budget.”

He said the proposed budget covered the organisation’s regular activities and peacekeeping operations, with approximately $3.4bn allocated to the regular budget and $8.5bn for peacekeeping.

Ibrahim put the total at about $14bn, although the figures he cited for the two components add up to $11.9bn.

He stressed that the document was still a proposal and had not received final approval from UN member states.

“The budget still has to be approved. This is a proposed budget. It’s at the proposed stage. You submit it to your country, and thereafter the budget is finally discussed. Figures are adjusted, and then finally the final budget is approved and spending commences,” he said.

Asked about the support Nigeria could receive from the UN, Ibrahim said discussions on the proposed budget were ongoing and declined to specify what Nigeria might benefit from it.

He also cited the construction of a $267m UN conference centre in Kenya as an example of the organisation’s investment in facilities in member states.

The proposed budget will undergo further scrutiny and adjustments before member states approve the final figures and spending begins.

Nigerian Singer, Bidemi Olaoba Reveals Haunting Regret About Toluwanisings Death

Published

Nigerian gospel singer, Bidemi Olaoba, has broken silence over the passing of his colleague, Olayemi Bolaji, popularly known as Toluwanisings.

It was recalls that Toluwanisings died after collapsing in his home, amid reports that he was rejected by several hospitals.

In a post via his Instagram page, Bidemi said Toluwanisings made his final appearance during his worship service programme in Ibadan, Oyo State.

Reflecting on the last encounter, Bidemi said he would have held the deceased longer and permitted him more time to minister if he had known it would be his final appearance on stage.

According to Bidemi, the death of the singer, popularly known for his song ‘Kabiesi Olorun Ayo’, had left an immeasurable void.

He wrote, “Your departure has left a void that words can hardly express. Yet, in the midst of our grief, we find comfort in the hope of eternity and the assurance that, for those who are in Christ, death is not the end.

“Rest on, God’s General. You fought the good fight, finished your race, and kept the faith. Your voice may have fallen silent on earth, but the sound of your worship and the legacy of your devotion to God will never be forgotten.

”If only I had known that your last ministration would be your final one before you joined the saints in glory, I would have held you a little longer, embraced you a little tighter, and given you the entire night to praise your God and pour out your heart before Him, just as you loved to do.
