See how to apply for INEC ad hoc staff recruitment for 2027 polls

The Independent National Electoral Commission has opened its online portal for the recruitment of ad hoc staff for the 2027 general elections.

Ad hoc staff are temporary personnel recruited, trained and deployed for specific elections and released after the exercise.

In this recruitment, the electoral umpire said it will deploy about 1.4 million across more than 176,000 polling units nationwide.

Those recruited will work in various capacities for INEC during the Presidential and National Assembly elections scheduled for January 16, 2027, and the Governorship and State Houses of Assembly elections scheduled for February 6, 2027.

According to a public notice issued by the commission on Thursday, “the INEC Portal for Recruitment of Election Staff, known as INECPRES, will open at 8am on Friday, September 18, 2026, and close at midnight on Wednesday, November 18, 2026.”

The commission said interested applicants could access the application through its official website, INEC official website, while the web version of the INECPRES portal is available at INECPRES portal.

The recruitment covers several categories of election personnel, including Supervisory Presiding Officers, Presiding Officers, Assistant Presiding Officers, Registration Area Centre Managers and Registration Area Technical Support personnel.

Who can apply?

INEC said eligibility varies according to the position, an applicant’s institution, employment status and educational background.

Potential applicants include eligible:

  • Serving NYSC members;
  • Former NYSC members who meet the specified conditions;
  • Students of Federal and State tertiary institutions;
  • Eligible Federal and State government employees;
  • Permanent staff of Ministries, Departments and Agencies;
  • Qualified INEC personnel;
  • Eligible ICT personnel; and
  • Personnel connected with institutions designated to host Registration Area Centres.

Applicants are required to check the specific eligibility conditions for their preferred position before applying.

Requirements for SPOs

The Supervisory Presiding Officer category covers eligible personnel from the Federal Public/Civil Service and Ministries, Departments and Agencies.

The notice lists public-sector employees within Grade Level 10 to 14 among those who may qualify, subject to the applicable conditions.

Serving NYSC members are also included in the eligibility criteria, while former corps members may qualify where their service falls within the period specified by INEC.

The notice gives 2024, 2025 and 2026 as examples for former corps members whose service was completed within the specified three-year period before the election.

Requirements for POs and APOs

The Presiding Officer and Assistant Presiding Officer categories include eligible students of tertiary institutions and certain government employees.

Students of Federal and State tertiary institutions are listed among the eligible applicants, with the requirements varying according to their year of study.

Permanent staff of Federal and State MDAs with OND or NCE qualifications are also included under specified conditions.

The notice provides different salary-grade requirements, including GL 07-10 and GL 07-14, depending on the applicable category.

Applicants should therefore confirm their eligibility before selecting a position.

Requirements for RAC Managers

The Registration Area Centre Manager category is linked to schools and other institutions designated to host RACs or Super RACs.

According to the notice, the head of a school or a staff member of the institution hosting the RAC may qualify, subject to the specified requirements, including the applicable Grade Level 07 and above condition.

Requirements for RATECHs

RATECH means Registration Area Technical Support.

The category is targeted at applicants with relevant ICT and technical backgrounds.

The notice lists eligible INEC ICT staff at the state and headquarters levels who are not engaged in other duties, as well as IT students of Federal and State tertiary institutions.

Former corps members within the commission may also be considered where applicable.

Interested applicants can apply by following these steps:

  1. Visit the INECPRES web portal or access INECPRES through the official INEC website.
  2. Read the instructions and eligibility requirements for the available positions.
  3. Select the position for which you are eligible.
  4. Complete the required registration details.
  5. Enter your personal, educational and employment information accurately.
  6. Provide the required supporting information.
  7. Review the information supplied before submitting the application.
  8. Submit the application.
  9. Keep the registration or application details for future reference.

Application deadline

The INECPRES recruitment portal opens at 8am on Friday, September 18, 2026.

Applications close at 12 midnight on Wednesday, November 18, 2026.

Applicants are advised to complete their applications before the deadline rather than wait until the final day.

FG moves to bridge civil-military aviation safety dichotomy after Igbokoda tragedy

THE strict dichotomy between civil and military aviation has been narrowed, with the Minister of Aviation and Aerospace Development, Festus Keyamo, and the Chief of Air Staff, Air Marshal Sunday Kelvin Aneke, agreeing to deepen collaboration between the Civil Aviation Authority (NCAA) and the Nigerian Air Force (NAF) on  aviation safety, airworthiness, certification, training and capacity building.

The agreement was reached, on Wednesday, when the minister paid a condolence visit to the Chief of Air Staff, following the tragic Nigerian Air Force aircraft incident at Igbokoda, in Ondo State.

The minister, after signing the condolence register, held a meeting with the NAF boss, after which both leaders addressed the media and announced a new framework for closer cooperation between civil and military aviation authorities.

Keyamo expressed sympathy to the NAF, describing the incident as a national tragedy, while commending the gallantry and sacrifices of the men and women of the Air Force.

“We value the Air Force. We value the efforts of the gallant men and women of the Air Force and what they do for the country,” the minister said.

He stressed that tragedies within the aviation sector do not distinguish between military and civilian operators, noting that both sectors ultimately serve the same country and protect the same citizens.

He said the incident has further strengthened the need for greater cooperation and the sharing of expertise between the two sides.

“It is one country, one people. When disaster happens, it affects everybody. There were civilians in that air crash and when there’s an air crash in the civil aviation too, there can be military personnel. And so, it is important that we cooperate in the area of safety,” Keyamo said.

The minister noted that the NAF already relies on civil aviation infrastructure, particularly air traffic control, and said the existing relationship should now be expanded into a more structured partnership.

He disclosed that he had contacted the Director-General of the NCAA and facilitated direct communication between the NCAA leadership and the Chief of Air Staff.

“We have decided that we will cooperate in terms of capacity building,” he said.

Keyamo announced that a joint committee involving the NCAA and the NAF would be established to facilitate collaboration in airworthiness, certification, training and other aviation safety measures, while respecting the statutory mandates of both institutions.

He further assured the Chief of Air Staff that personnel of the NAF would be given access to relevant training opportunities undertaken by the civil aviation authorities.

The minister also acknowledged that the NAF possesses specialised expertise that would be beneficial to the civil aviation sector, describing the proposed relationship as a mutually beneficial exchange of knowledge and experience.

Responding, the Chief of Air Staff, Air Marshal Aneke, thanked the minister for the condolence visit and for his continued support for the Air Force.

He described the minister’s gesture as a demonstration of the strong relationship that has developed between the civil and military aviation sectors under his leadership.

The Chief of Air Staff disclosed that both institutions had commenced discussions on a framework that would enable personnel from the civil aviation sector to contribute to the Air Force’s safety environment, particularly in the areas of airworthiness and certification, while Air Force personnel would also contribute their expertise to the civil aviation sector where required.

Navy deploys sonar to locate aircraft

The Nigerian Navy has deployed specialised underwater sonar equipment to locate the crashed Air Force ATR-42 aircraft submerged in the swampy area of Igbokoda.

The deployment followed an on-the-spot assessment of the crash site by the Flag Officer Commanding, Western Naval Command, Rear Admiral Abubakar Abdullahi Mustapha, and the Air Officer Commanding, Logistics Command, Nigerian Air Force, Air Vice Marshal Abubakar Abdul Suleh, on Tuesday.

Speaking during the assessment, Rear Admiral Mustapha said the Chief of Defence Staff, General Olufemi Oluyede, and the Service Chiefs appreciated the Ondo State government, host communities, emergency agencies and other stakeholders for their support since the incident occurred.

He urged all those involved in the operation to remain calm and continue to cooperate with the agencies handling the recovery effort.

The FOC also commended Governor Lucky Aiyedatiwa, as well as Hi-Tech and AUC Construction companies, for providing mechanised equipment to support the recovery operation.

As part of the renewed efforts, the Nigerian Navy Hydrographic Department, deployed by the Chief of the Naval Staff, Vice Admiral Idi Abbas, commenced an underwater survey using state-of-the-art side-scan sonar equipment to obtain a clearer picture of the swamp and determine the exact position of the submerged aircraft.

The sonar survey is expected to guide divers and other technical personnel in locating the aircraft and planning its recovery, including the deployment of swamp buggies for excavation in the difficult terrain.

Rear Admiral Mustapha, accompanied by selected stakeholders, travelled by boat to the crash site after receiving briefings at the Forward Operating Base, Igbokoda, where he also interacted with the technical crew at the swamp buggy launching point.

Aiyedatiwa orders sustained search

Governor Lucky Aiyedatiwa, on Wednesday, ordered the sustained search for the victims and wreckage of the aircraft, saying every effort must be made to recover those involved in the tragedy.

Aiyedatiwa who gave this directive during his visit to the crash site, received a briefing on the ongoing search and recovery operation by personnel of the Nigerian Navy, Air Force, National Emergency Management Agency (NEMA), State Emergency Management Agency (SEMA) and local divers.

The governor said the government had responded to the difficult terrain by deploying two amphibious machines, popularly known as swamp buggies, to create wider access to the crash location and facilitate the movement of larger boats and rescue equipment.

He said the machines were also being used to excavate the swamp in the search for the main wreckage of the aircraft, which was yet to be located as of the time of his visit.

He said divers from the Navy and local communities were continuing the search in deeper sections of the swamp, noting that the difficult terrain and soft nature of the area had made the recovery operation particularly challenging.

Aiyedatiwa described the incident as a “national tragedy,” saying there had been no survivor found from the aircraft.

He said parts of bodies, clothing and jackets belonging to Air Force personnel, as well as fragments of the aircraft, had been recovered and preserved for further investigation.

The governor also disclosed that aviation fuel was flowing into the surrounding water, causing pollution in the area, while efforts continued to locate the submerged aircraft.

He said the nature of the terrain suggested that the aircraft could have sunk deeply into the mud, making it difficult for rescuers to locate the main wreckage, adding that government’s intervention was aimed at improving access to the site and supporting the federal agencies leading the recovery operation.

The governor also said the aircraft could have caused a greater disaster had the pilot not succeeded in manoeuvring it away from the community.

According to him, residents who witnessed the incident reported that the aircraft appeared to be descending with what sounded like an engine problem and was heading towards the community before the pilot manoeuvred it away.

He said the aircraft eventually crashed about 200 metres from the community and went into the swamp.

Aiyedatiwa expressed gratitude that the crash did not occur within the populated area, saying such an occurrence could have resulted in greater loss of lives and property.

Earlier, the Commander, Nigerian Navy Forward Operating Base, Igbokoda, Captain Andy Alemongwa, briefed the governor on the progress of the operation as Navy personnel and local divers continued the search for the missing victims and the main wreckage.

NDLEA condoles NAF

The National Drug Law Enforcement Agency (NDLEA) has expressed deep sorrow over the tragic aircraft crash.

In a letter of condolence addressed to the Chief of Air Staff, Air Marshal Sunday Kelvin Aneke, Chairman and Chief Executive Officer of the NDLEA, Brigadier-General Mohamed Marwa (retd), conveyed the agency’s sympathies to the Air Force leadership, officers, men and women and the families of the fallen heroes.

Marwa described the news of the crash as devastating, noting that it was received with profound grief.

Obi visits NAF facility, signs condolence register

Presidential candidate of the Nigeria Democratic Congress (NDC), Peter Obi, visited the Nigerian Air Force facility, in Abuja, to formally sign the condolence register, following the recent aircraft crash.

Obi, who disclosed this in a Facebook post, on Tuesday, said the visit provided him an opportunity to reflect on the sacrifices made by personnel of the Nigerian Air Force and other security agencies in the line of duty.

The former Anambra State governor expressed condolences to the Nigerian Air Force as well as the families, colleagues and loved ones of those who lost their lives in the crash.

“Further to my message yesterday [Tuesday], I visited the Nigerian Air Force facility in Abuja today [Wednesday] to formally sign the condolence register following the unfortunate aircraft crash,” Obi said.

He described members of the Armed Forces and other security agencies as courageous Nigerians who routinely risk their lives to defend the country and protect citizens.

According to him, their service and sacrifices must never be taken for granted. “The visit gave me another opportunity to reflect on the sacrifices made daily by the men and women of our Armed Forces and other security agencies in the line of duty.

“These courageous Nigerians put their lives on the line to defend our nation and protect our people. We must never take their service and sacrifice for granted,” he said.

Contractors risk EFCC action over abandoned projects – FG

The Federal Government has issued a fresh threat against contractors who collect mobilisation payments but fail to return to project sites.

Minister of Works, David Umahi, said the government would no longer tolerate contractors who sit on public funds or give greater attention to state government projects after receiving money for federal jobs.

Umahi issued the warning on Wednesday in Abuja while briefing journalists, noting that the Economic and Financial Crimes Commission and the Independent Corrupt Practices and Other Related Offences Commission would be utilised to recover public funds from erring contractors.

The minister said the government had rescoped and re-phased several projects to make them more realistic and improve their execution, but contractors who had received funds would be expected to deploy the money to the sites.

“With all the money that the contractors have in their hands, they must exhaust it to earn more money. So, we have rescoped the project; we have rephased it.

“From next week, any contractor that has got their money and is not on site, we are going to call for the EFCC so that we can recover the money. I have noticed that contractors handling federal projects, some of them are more serious with state projects than they are with the federal projects. But I have made you know a commitment that (situation) that must stop,” Umahi said.

He said contractors would no longer be allowed to use political connections or lobby stakeholders to escape their contractual responsibilities.

“We put up announcements to ensure that this thing ends up. So, instead of doing your projects, you are calling stakeholders to intervene. So, if you have the money of the Federal Government, no matter who is behind you, you will either meet us with the EFCC or you meet us in your bank to recover the money,” he said.

Umahi also announced a tougher monitoring regime, involving the EFCC, ICPC, civil society organisations and student groups. “So, it’s going to be aggressive: site visitation and supervision. We’ve alerted the EFCC, ICPC, and civil society organisations. Students are doing their own.”

He listed several projects that he said had either been completed or were nearing completion, including 70km of the Kano-Maiduguri Road, the 43km Keffi-Mararaba Road, 15km Lafia bypass and the 7.9km Bonny Island Road.

Others include the Obajana Junction concrete pavement on the Lokoja-Benin corridor, Danbatta-Demesu Road, Gombe-Bauchi Road rehabilitation, Azare axis linking Jigawa and Bauchi, Apapa five-span bridge, Eke-Obinagu 23-span flyover in Enugu, the 75-metre Tizm Bridge and the 24km Sagamu Interchange-Iperu Junction Road.

The minister also defended the Federal Government’s infrastructure record in the South-East, saying the region was now receiving significant Federal projects compared with previous administrations.

He said the projects demonstrated what he described as the integration of the South-East into the national development agenda under President Bola Tinubu.

“Have I not run through all the projects that the President is doing in the Southeast? Have I not told you that the present administration has fully integrated the people of the Southeast?

“I was a party chairman. I was a deputy governor. I was governor. And no single project of the Federal Government came to the Southeast. And today, we are having a barrage of projects.

“We may not be the first, second, or third in terms of the volume of projects in the regions. But we are not the last. And if we are not the last, it’s something that will beat our chest. That says, apparently, right, that the President has done what other previous administrations could not do.

“And that is full integration of the people of Southeast. This is very important. And so when I talk, I talk with facts,” Umahi said.

He urged people in the region to support what he described as a new relationship with the Federal Government, calling for cooperation across political and regional lines.

The minister said the government’s increased infrastructure spending would only produce the desired results if contractors executed projects for which public funds had been released.

After 59 years, FG revisits Asaba Massacre, read details

The Federal Government is set to make a formal reconciliation declaration over the 1967 Asaba Massacre, Delta State Governor Sheriff Oborevwori revealed on Wednesday.

The governor, represented by the Secretary to the State Government, Dr Kingsley Emu, disclosed this at the anniversary memorial of the massacre in Asaba, 59 years after hundreds of people were killed during the Nigerian Civil War.

Oborevwori said the Federal Government’s acknowledgement of the tragedy was critical to achieving reconciliation, adding that Delta State had already recognised the massacre.

“An official acknowledgement by the respective governments is critical. Delta State has acknowledged the tragedy. Nigeria will acknowledge it, and we believe the world will also acknowledge it,” he said.

The governor added, “A formal reconciliation declaration will be made by the Nigerian government, and we are hopeful that this will happen.”

He said the state government would continue to support efforts to secure national recognition of the massacre and establish a fitting national memorial, stressing that remembering the tragedy was not an attack on Nigeria.

“Never again should ethnicity, suspicion or political conflict become a licence for the killing of innocent people,” Oborevwori said.

He added, “Do not inherit its bitterness; inherit its lessons.”

The development came as the Asagba of Asaba, Prof Epiphany Azinge, said the community had forgiven but would not forget the massacre, insisting that a sitting President must publicly apologise before the people could achieve full closure.

“We have moved on,” Azinge said, adding that “there will be no closure and no healing until a sitting President of Nigeria publicly apologises to the Asaba people.”

The memorial also witnessed an emotional apology from Maj-Gen Ahmed Ibrahim Taiwo (retd.), son of late Maj Ibrahim Taiwo, an Army officer associated with the events.

Taiwo said he had spent years researching his father’s role in the massacre before deciding to apologise to the people of Asaba.

“I cannot change what happened, but I believe and pray that this gesture can be a step towards reconciliation,” he said.

Former President Olusegun Obasanjo, who sent a recorded message to the event, described the massacre as “one of the most painful and disturbing aspects of the Nigerian Civil War” and urged Nigerians to embrace forgiveness.

Obasanjo said he wept after receiving documents detailing the massacre, adding, “Never again will such a black and unpleasant day occur in Nigeria or anywhere else in Africa.”

The Isama Ajie of Asaba and convener of the memorial, Chief Chuks Nduka-Eze, said the central message of the commemoration was that “Nigerian lives matter,” questioning why the country had not fully explained the killing of civilians in Asaba.

The Obi of Onitsha, Igwe Nnaemeka Achebe, said Nigeria must pursue truth, justice, restoration and healing, stressing that forgiveness should follow those steps.

Achebe said, “There must be truth. There must be justice. There must be healing. And then, forgiveness can follow.”

Meanwhile, Emu said the proposed memorial centre would preserve the names, testimonies and records of the victims for future generations.

He said, “We have survivors. We have testimonies. We have names, even if they may not yet be exhaustive.”

He added that the people of Asaba had endured the consequences of the massacre and emerged stronger, stressing that reconciliation was about forgiveness, not revenge.
