Tinubu proposes 110 Court of Appeal justices

President Bola Tinubu has asked the Senate to approve a bill seeking to amend the Court of Appeal Act to increase the number of justices from 70 to 110, as part of reforms aimed at strengthening Nigeria’s appellate justice system.

The request was conveyed in a letter addressed to the President of the Senate, Senator Godswill Akpabio, and read at plenary on Tuesday.

According to the President, the proposed amendments are intended to enhance the institutional capacity, efficiency and effectiveness of the Court of Appeal in line with constitutional provisions and emerging realities within the justice sector.

He said the central feature of the bill is the expansion of the court’s bench to cope with rising caseloads and operational pressures.

“The bill seeks to increase the number of justices of the Court of Appeal from 70 to 110 and provide clarification of judicial structure and seniority,” Tinubu stated.

The President explained that the legislation also seeks to restructure provisions relating to the ranking of justices of the Court of Appeal, including the position of the President of the Court and the determination of seniority among serving justices.

In addition, Tinubu disclosed that the bill introduces measures to modernise appellate proceedings through the use of technology.

“The bill provides for the conduct of proceedings of the Court of Appeal through electronic and audio means, and the establishment of an Alternative Dispute Resolution Centre,” he said.

According to him, the proposed ADR Centre would operate within the Court of Appeal, allowing certain appellate matters to be referred for settlement.

“The bill seeks to establish an Alternative Dispute Resolution Centre within the Court of Appeal, where appellate matters may be referred for settlement,” the President added.

He further noted that the amendment would improve professional efficiency and legal certainty in appellate practice.

“The bill also seeks to update terminology and definitions within the principal Act, including the recognition of virtual hearings and modern correctional nomenclature.

“It seeks to consolidate interpretative provisions to ensure clarity, consistency, and alignment with the current legal and institutional framework,” Tinubu said.

The President said the reforms were timely, given the increasing pressure on the appellate justice system nationwide, adding that the proposed changes would help reduce delays, strengthen access to justice and reinforce public confidence in the judiciary.

Following the reading of the letter, Senate President Akpabio referred the bill to the Senate Committee on Rules and Business for further legislative action.

The move comes against the backdrop of sustained concerns over workload pressures within Nigeria’s superior courts. Barely a year ago, the Senate considered a separate legislative proposal to expand the number of Supreme Court justices to 30 to address the mounting backlog of cases at the apex court.

That bill, sponsored by Senator Osita Izunaso (Imo West), was anchored on concerns that the existing number of justices was inadequate despite the appointment of 11 justices in 2023, which filled the constitutional quota for the first time.

“Even with the full complement of 21 justices, the Supreme Court is overwhelmed. The volume of cases reaching the court daily is alarming. Some litigants are being given hearing dates as far ahead as 2027 and 2028,” Izunaso had said.

Meanwhile, President Tinubu has also written to the Senate seeking confirmation of the appointment of Justice Oyewole Kayode as a Justice of the Supreme Court of Nigeria.

The request, read at plenary by Akpabio, was referred to the Senate Committee on Judiciary, Human Rights and Legal Matters for consideration and report.

The confirmation request further underscores ongoing efforts by the Federal Government to ease capacity constraints and strengthen judicial delivery across Nigeria’s courts.

Navy rescues three passengers from pirates in Akwa Ibom

The Nigerian Navy has rescued three passengers from a suspected sea robbery attack along the waterways in Akwa Ibom State.

The Commanding Officer, Forward Operating Base, Navy Captain Adebowale Omotosho, disclosed this in a statement on Monday, August 3, 2026.

According to the statement, the rescue was carried out by personnel of the Forward Operating Base, Ibaka, under the Eastern Naval Command during a routine night patrol on Tuesday, July 29, 2026.

Omotosho said the patrol team responded after receiving a distress alert at about 9:30 p.m. from a passing boat reporting an ongoing sea robbery attack around the Mbendoro waters.

“The naval team immediately proceeded to the location, where they rescued a passenger boat loaded with tomatoes and its three occupants,” the statement read.

The statement identified the rescued passengers as David Okon, Anietie Friday and David Edet.

It added that the victims were travelling from Cameroon to Oron in Akwa Ibom State when their boat came under attack by suspected sea robbers.

Navy said the rescued passengers were safely escorted to the FOB Ibaka facility, noting that no injuries were recorded during the operation.

“The successful operation underscores the Eastern Naval Command’s commitment to safeguarding lives and securing Nigeria’s maritime domain through sustained surveillance and rapid response operations,” the statement added.

It added that the command remained committed to combating maritime crime and ensuring a safe and secure environment for legitimate maritime users operating within the nation’s territorial waters.

Kano gov unveils sickle cell centre, disease control complex

Kano State Governor, Abba Yusuf, on Monday inaugurated a Sickle Cell Centre to provide comprehensive care for people living with sickle cell disease and unveiled a new office complex for the Kano State Centre for Disease Control.

The governor also flagged off the distribution of 300 customised digital blood pressure monitors to public servants and political appointees.

He also opened the symbolic distribution of free maternal and Accident and Emergency commodities, as well as new hospital bed sheets, at the Murtala Muhammed Specialist Hospital, Kano.

Speaking during the inauguration, Yusuf said the Sickle Cell Centre was established to provide free diagnosis, counselling, treatment, follow-up care, patient education, health promotion and specialised management of sickle cell disease under one roof.

“The Sickle Cell Centre will provide comprehensive care for people living with sickle cell disease, including free diagnosis, counselling, treatment, follow-up care and health education.

“We are committed to ensuring that patients receive the medicines and support they need to improve their wellbeing,” the governor said.

Yusuf also inaugurated the newly constructed office complex of the Kano State Centre for Disease Control, describing it as a major step towards strengthening the state’s disease surveillance and emergency response system.

He said the facility would enhance the state’s capacity to prevent, detect and respond promptly to epidemic-prone diseases, including HIV/AIDS, tuberculosis and meningitis.

“In the name of Allah, today, Monday, August 3, 2026, I am delighted to commission this centre, and it is my prayer that it will be judiciously utilised for the benefit of the people of Kano State,” the governor said.

He commended development partners for their contributions to the establishment of the centre.

The governor explained that the distribution of 300 customised digital blood pressure monitors was prompted by growing concerns over sudden deaths linked to hypertension among public officials.

“We procured these digital blood pressure monitors to encourage regular health checks among public servants and political appointees. Early detection and proper monitoring will help prevent avoidable deaths associated with hypertension,” Yusuf said.

He also reaffirmed his administration’s commitment to sustaining the free maternal and Accident and Emergency commodities programme, saying the initiative had already saved thousands of lives across the state.

Yusuf commended the state Commissioner for Health, the management of the Kano State Hospital Management Board, healthcare workers, traditional rulers and development partners for their contributions to improving healthcare delivery in the state.

The Commissioner for Health, Dr Abubakar Yusuf, said the administration had made significant investments in the health sector since assuming office.

He noted that the newly commissioned disease control centre was conceptualised, completed and inaugurated under Governor Yusuf’s administration to strengthen disease prevention and emergency response across the state’s 44 local government areas.

“Our healthcare facilities have witnessed remarkable improvements under this administration.

“Maternal mortality has dropped significantly from over 1,300 recorded cases in 2023 to about 300 in 2026, reflecting the impact of the government’s interventions.

“We appreciate the governor for his continued support in enabling the centre to discharge its mandate of preventing, detecting and responding promptly to epidemic-prone diseases across the 44 local government areas,” the commissioner said.

Also speaking, the Executive Secretary of the Hospital Management Board, Dr Mansur Nagoda, described the governor’s intervention as a major boost to healthcare delivery in Kano.

“The governor’s support will benefit thousands of residents. The Abba Gida-Gida administration has transformed the health sector to an unprecedented level through sustained investments in healthcare infrastructure, equipment and essential services,” Nagoda said.

The inauguration forms part of the Kano State Government’s ongoing efforts to strengthen healthcare services through improved access to specialised treatment, disease surveillance, maternal healthcare and preventive medical interventions.

PHOTOS: Abducted Kaduna mother and her children regain freedom after 180 days in captivity

A mother and her three children who were abducted from Ariko village in Kachia Local Government Area of Kaduna State have regained their freedom after spending 180 days in captivity.

The woman, who was pregnant when she was kidnapped alongside her four-year-old daughter, Christy, and two other daughters aged six and 12, were freed on Saturday, August 1, 2026.

Security analyst and former governorship aide Reuben Buhari, who confirmed the development in a Facebook post on Monday, August 3, 2026, said the woman had given birth while in captivity but the newborn d!ed about three weeks later.

Buhari disclosed that Christy, the four-year-old, was reportedly seriously ill at the time of their escape, with swollen eyes and legs and an inability to walk.

“Her mother carried her on her back, but when she became tired, the 12-year-old sister took over the burden,” he said.

Buhari added that the mother and her daughters, despite being weak and barefoot, continued walking until darkness fell, forcing them to spend the night in the bush.

They resumed their journey the following morning, but tragedy struck when Christy d!ed while they were still walking.

“Despite her d3ath, the grieving family continued their journey, carrying the child’s body on their backs and taking turns whenever one of them became too weak to continue.

“At one point, the mother reportedly became extremely weak, leaving the 12-year-old to carry the body of her four-year-old sister until they eventually reached a village in Kachia LGA on Sunday afternoon.

“Residents reportedly found the exhausted family and came to their aid before they were moved to another village, where they are currently receiving medical attention to stabilise their condition ahead of their transfer to Kaduna,”

The woman and her daughters were among the victims abducted from Ariko village and surrounding communities who have spent months in captivity.

Buhari said the remaining 33 Ariko victims, including 11 people abducted from Awon village, are still being held by their abductors.

He expressed concern over the condition of those still in captivity, saying many of the remaining victims were reportedly severely weakened and emaciated.

Buhari appealed for prayers for the victims who remain in captivity and their families
