Abbas inaugurates probe panel on fake PFIPC agency scandal today

The Speaker of the House of Representatives, Tajudeen Abbas, will today inaugurate an ad hoc committee to investigate the controversial inclusion of the unestablished Presidential Foreign Investment Promotion Council (PFIPC) in the 2026 Appropriation Act.

This comes amid fresh criticism over the exclusion of the President’s Chief of Staff, Femi Gbajabiamila, from the list of invited witnesses.

The inauguration and public hearing will take place at the National Assembly Complex, Abuja, in line with Sections 88 and 89 of the 1999 Constitution (as amended), which empower the National Assembly to investigate matters relating to the administration of public institutions and the management of public funds.

The committee, chaired by the member representing Kanke/Kanam/Pankshin Federal Constituency of Plateau State, Yusuf Gagdi, was constituted two weeks ago following a resolution of the House during plenary presided over by Speaker Abbas.

Its assignment is to investigate how budgetary provisions amounting to about N1.32bn were made in favour of the Presidential Foreign Investment Promotion Council, an agency that had not been legally established.

The probe follows the arrest of Mr Adeyemi Adeniyi, who allegedly presented himself as the Director-General of the PFIPC and is accused of orchestrating the inclusion of the agency in the 2026 budget despite its non-existence.

The controversy deepened after Adeniyi reportedly claimed that he paid N100m through proxies to Gbajabiamila to facilitate the establishment of the agency.

The allegation has been denied by both the Presidency and the Office of the Chief of Staff.

A copy of the committee’s invitation, signed by Gagdi and obtained by The PUNCH, stated that the hearing would bring together key government officials, civil society organisations, professional bodies, development partners, the media and members of the public.

It read: “The ad hoc committee to investigate the Unestablished Presidential Foreign Investment Promotion Council in the Federal Budget Framework hereby invites Ministries, Departments and Agencies, Civil Society Organisations, professional bodies, development partners, the media, relevant stakeholders, and members of the general public to its inauguration and public hearing.

“The following stakeholders are invited to appear before the committee:

“Honourable Minister of Budget and Economic Planning, Honourable Minister of Finance, Honourable Minister of Industry, Trade and Investment, Honourable Attorney-General of the Federation and Minister of Justice and the Honourable Minister of Foreign Affairs.”

Others listed included the “Governor, Central Bank of Nigeria, Executive Chairman, Economic and Financial Crimes Commission, Chairman, Independent Corrupt Practices and Other Related Offences Commission, Auditor-General for the Federation and Chairman, Fiscal Responsibility Commission.”

The invitation further listed the Head of the Civil Service of the Federation, the Secretary to the Government of the Federation, the Executive Secretary/Chief Executive Officer of the Nigerian Investment Promotion Commission, the Director-General of the Department of State Services and the Inspector-General of Police among those expected to appear before the committee.

The notice also called on interested stakeholders, professional bodies, civil society organisations, relevant institutions and members of the public to submit memoranda on issues relating to the committee’s terms of reference.

The panel is expected to determine how the PFIPC found its way into the 2026 budget despite lacking legal backing.

It will also trace the budgetary provision from the executive’s proposal through legislative consideration to its eventual passage, with a view to identifying the stage at which the allocation was introduced.

However, the committee’s decision not to invite Gbajabiamila or Adeniyi has sparked concerns over its credibility.

A member of the committee, who spoke to The PUNCH on condition of anonymity, expressed disappointment over the omission, arguing that the two central figures in the controversy should have been among the first witnesses invited.

“From the notice, you will see that the two central figures are not invited. I mean Gbajabiamila and Adeyemi. There is an obvious attempt to exempt Gbajabiamila, and that is an attempt by the committee to clear him. From the notice of invitation, there is already a bias,” the lawmaker said.

Also reacting, public affairs analyst Jackson Ojo said the exclusion of the President’s Chief of Staff could undermine public confidence in the investigation.

“The committee is starting on the wrong footing. They should have invited the Chief of Staff to clear his name.

“As important as the invited government officials are to the investigation, they are not as important as Gbajabiamila.

“The man taken into custody mentioned the Chief of Staff. So, why is he not part of those to field questions from the lawmakers?” he asked.

The House had constituted the panel amid growing public concern over alleged irregularities in the 2026 budget process, particularly the allocation of over a billion naira to an agency that the government claimed does not exist.

Senegal’s President Bassirou Faye elected ECOWAS chairman

Senegalese President Bassirou Diomaye Faye has been elected Chairman of the Economic Community of West African States (ECOWAS).

Faye was elected on Sunday during the 69th Ordinary Session of the ECOWAS Authority of Heads of State and Government held in Lungi, Sierra Leone. He succeeds Sierra Leonean President Julius Maada Bio, who previously chaired the regional bloc.

In another milestone for Senegal, Birame Diop, the country’s former Minister of the Armed Forces, was elected President of the ECOWAS Commission for the 2026–2030 term. The appointment marks the first time since ECOWAS was established in 1975 that a Senegalese national has been elected to lead the Commission.

Diop succeeds Gambian diplomat Omar Touray, who has served as President of the ECOWAS Commission since 2022. As Chairman of ECOWAS, Faye will oversee the affairs of the 15-member regional bloc for a one-year term.

In a statement, the Senegalese presidency said Faye’s tenure would focus on collective security, economic sovereignty and remaining faithful to the vision of the founding fathers of ECOWAS. “It is with humility that I welcome the trust placed in our country, called to the presiding presidency of ECOWAS,” Faye said.

“I thank my peers, Heads of State and Government, for this mark of trust and for the spirit of fraternity that presided over our work. I congratulate General of the Army Birame Diop, elected to the presidency of the Commission, and assure him of my full support.”

Faye also praised ECOWAS for the confidence reposed in Senegal and pledged to work towards a more reconciled and united West Africa during his tenure.

Thunderstorm has claimed the lives of six children and left two others injured in Dadiri community, Tirgili district in Ganye Local Government Area of Adamawa State.

The tragic incident occurred on Sunday afternoon, July 19, 2026, following a severe thunderstorm that struck the community without warning.

According to reports, eight children were caught in the storm while they were in the affected area.

Six of the children d!ed instantly at the scene while the two surviving children sustained varying degrees of injuries and are currently receiving medical treatment.

The tragic incident has thrown the entire Dadiri and Tirgili communities, as well as Ganye Local Government Area, into mourning.

Sanwo-Olu pays N3.1bn compensation to 300 Lagos property owners

The Lagos State Governor, Mr Babajide Sanwo-Olu, on Monday presented more than N3.1 billion in compensation to over 300 property owners affected by government land acquisition for strategic infrastructure projects across the state.

Speaking at the presentation ceremony in Lagos, Sanwo-Olu said the compensation underscored his administration’s commitment to fairness, transparency and the protection of citizens’ rights in line with the Land Use Act.

He said land acquisition for overriding public interest imposed both a legal and moral obligation on government to compensate affected persons fairly, transparently and promptly.

“Today’s exercise is not charity; it is justice.

“It is not a favour; it is the rightful entitlement of every verified project-affected person whose property was acquired for public purpose,” he said.

The governor said all claims underwent due process, including enumeration, professional valuation and title verification, to ensure compensation reached legitimate beneficiaries.

“Behind every parcel of land is a family, a livelihood and a story. Development must always have a human face, and that is the principle guiding this administration,” he said.

Sanwo-Olu said the acquired lands would be used for roads, schools and other public infrastructure to improve residents’ quality of life.

While noting that the projects would benefit millions of residents, he acknowledged the sacrifices of affected property owners and assured them of the government’s commitment to treating them with compassion and dignity.

“Infrastructure may benefit millions, but the government must never ignore those who bear the immediate impact.

“We acknowledge your sacrifice and appreciate your partnership in building a greater Lagos,” he said.

The governor advised beneficiaries to invest the compensation prudently in ventures that would secure their families’ future rather than spend it on non-essential items.

He also urged them not to offer inducements to public officials, stressing that civil servants involved in the exercise had discharged their duties professionally.

“Our officers are available to guide you professionally without demanding any gratification,” he said.

In his goodwill message, the Deputy Governor, Dr Obafemi Hamzat, commended affected residents for their patience and assured them of the government’s continued commitment to compassionate governance.

Earlier, the Permanent Secretary, Lagos State Lands Bureau, Mr Kamal Olowosago, described the exercise as another demonstration of the government’s commitment to fairness, accountability and the rule of law in land administration.

He recalled that the presentation followed an earlier compensation exercise held on Dec. 12, 2024, adding that it reflected government’s consistency in fulfilling its statutory obligations.

“This exercise demonstrates our unwavering commitment to fairness, transparency, accountability and strict adherence to the rule of law in the administration of land resources,” he said.

Olowosago said strategic infrastructure remained critical to economic growth and improved quality of life, but stressed that development must always be balanced with justice, equity and respect for citizens’ rights.

He commended the affected property owners for their patience and cooperation throughout the acquisition and compensation processes.

“Your sacrifices are contributing to critical infrastructure that will improve the lives of millions of Lagos residents today and for generations to come,” he said.

The permanent secretary also praised officials of the Lands Bureau, particularly those in the acquisition, reconciliation and compensation departments, for ensuring a transparent and credible compensation process.
