Refinery Fraud: EFCC Recovers Billions As Ex-NNPCL Officials Face Prosecution

Published

on

It was gathered that the anti-graft agency was working to recover another N10bn and $13m allegedly siphoned through contractors engaged in the maintenance.

The Economic and Financial Crimes Commission (EFCC) has recovered more than N5 billion and $10 million from contractors and government officials linked to fraud in the turnaround maintenance of Nigeria’s refineries in Port Harcourt, Kaduna, and Warri.

Sunday PUNCH reports that the anti-graft agency was working to recover another N10bn and $13m allegedly siphoned through contractors engaged in the maintenance.

According to PUNCH Metro, it was learnt that the EFCC Chairman, Ola Olukoyede, took personal charge of the investigation owing to his displeasure with the non-functional refineries in spite of humongous public spendings on them.

Sunday PUNCH reports that Nigeria’s four refineries have been largely dormant for decades despite several attempts at rehabilitation.

Successive administrations have budgeted billions of dollars for their turnaround maintenance, but the facilities in Warri, Kaduna, and Port Harcourt have continued to underperform, forcing the country to rely heavily on imported petroleum products.

The EFCC is said to be probing the sum of $1,559,239,084.36 allocated to the Port Harcourt refinery, $740,669,600 released for the Kaduna refinery, and $656,963,938 approved for the Warri refinery.

Top sources at the anti-graft agency revealed that fraudulent practices, including over-invoicing, contract inflation, and questionable payments, were largely responsible for the inability of the refineries to function despite huge public spending over the years.

They disclosed that former management teams of the three refineries were repeatedly interrogated in connection with the discoveries.

One of the sources said the commission had concluded investigations into some officials of the Nigerian National Petroleum Company Limited allegedly involved in the rehabilitation contracts and was preparing charges against them.

The source said, “Our investigation into the turnaround maintenance of the nation’s refineries in Warri, Kaduna and Port Harcourt, have yielded major discoveries of large- scale fraud.

“Investigators discovered fraudulent dealings through over-invoicing, contract inflation and questionable payments were largely responsible for the malfunctioning of the refineries.

“Specifically, investigations flagged former management teams of the three refineries who were arrested several times and grilled to uncover fraudulent dealings that have not made the refineries deliver optimal benefits to Nigerians.

“A total sum of $10m and N5bn have so far been recovered from suspects indicted in the fraud. The recoveries were made from some contractors and government officials involved in over-invoicing and inflated payments.”

The source added that some serving and retired members of the management of the NNPCL and the refineries might be charged soon.

“Investigations are already concluded on some officials of the NNPCL involved in the rehabilitation contracts and the commission is ready to file charges against them.

“Both former management and present management of the NNPCL and refineries may be charged,” the source said.

Another source noted that the commission was on track to recover additional sums.

“While we have recovered some money, another $13m and N10bn discovered to be siphoned through contractors engaged in the maintenance are due to be recovered,” the source disclosed.

The source also said the commission was probing fresh allegations of contract inflation worth about $40m, allegedly involving NNPCL officials and some contractors engaged to procure equipment for the rehabilitation projects.

“Investigation is still ongoing on allegations of contract inflation in the region of $40million involving some officials of NNPCL and some contractors engaged to procure equipment for rehabilitation works, “ the source said.

The EFCC’s Head of Media and Publicity, Dele Oyewale, could not be reached for comments as of press time as calls and text messages were not replied.

A senior official of the commission, who does not want to be named because he was not authorised to speak on the matter, however, confirmed the recovery.

EFCC busts Chinese-linked illegal refinery in Ogun

Published

on

The Economic and Financial Crimes Commission (EFCC) has uncovered an illegal oil refinery allegedly operated by Chinese nationals in the Ogere area of Ogun State.

The commission said the facility was discovered on Saturday, October 31, 2026, by operatives of its Lagos Zonal Directorate 2 following intelligence and surveillance on the activities of illegal sludge oil refiners.

The EFCC disclosed this in a statement issued on Tuesday by its Head of Media and Publicity, Dele Oyewale.

Oyewale said the facility was deserted when operatives stormed the premises, following an earlier crackdown on four illegal lithium processing plants in the area.

However, he said operatives discovered waste products from the refining process and underground tanks suspected to have been used for heating and processing sludge oil.

The statement read, “The Economic and Financial Crimes Commission uncovered an illegal oil refinery operated by Chinese in the Ogere area of Ogun State.

“The operation, conducted on Saturday, October 31, 2026, by operatives of the Lagos Zonal Directorate 2 of the EFCC, followed credible intelligence and surveillance by the commission on the activities of the illegal sludge oil refiners.

“The refinery was found deserted when EFCC operatives stormed the premises, following the commission’s earlier clampdown on four illegal lithium processing plants in the area. However, waste products from the refining process were discovered at the location.”

Oyewale said during the raid, underground tanks believed to have been used for heating and processing the sludge oil were also discovered.

“Two of the underground tanks inspected contained substances suspected to be Automotive Gas Oil (AGO), otherwise known as diesel.

“Preliminary investigations revealed that the operators sourced sludge oil, also known as black sludge, from Warri, Delta State, and Port Harcourt, Rivers State, and transported it to the illegal facility in Ogere for processing,” Oyewale added.

He said the operators subjected the sludge oil to intense heat, allowing lighter petroleum components to pass through chambers and filters in a process believed to produce diesel for sale in the Nigerian market.

“Personnel at the facility told EFCC operatives that the Chinese operators never disclosed their identities nor the name of the company behind the facility.

“Consequently, operatives of the Lagos Zonal Directorate 2 of the EFCC have since taken over the premises as investigations continue to establish the identities of the operators, the ownership of the facility and the full extent of the suspected illegal activities and economic sabotage,” he added.

Terrorists abduct 14 Islamic school students in Niger

Published

on

Suspected terrorists have abducted 14 students in a Niger State Islamic school.

The incident reportedly happened on Saturday in Pandogari in Rafi Local Government Area.

The PUNCH learnt that the students were abducted while harvesting maize in their teacher’s farm when the terrorists invaded the farm.

The teacher was also reportedly kidnapped during the incident.

The spokesman of the Niger State police command, Wasiu Abiodun, confirmed the incident on Monday, saying that the number of abducted students was 14 and not 50 as reported.

He also said a joint security mission was on a rescue mission, assuring that the abducted students would be rescued.

“On 31/10/2026 at about 12.30 pm, suspected bandits invaded Tungan-Bako village via Rafi LGA and abducted some persons working on the farm.

“The report further indicated that the abducted victims were about 14 students of an Islamiya helping their Mallam to harvest maize on the farm before the incident.

“However, joint security rescue efforts are ongoing; further developments will be communicated,” he said.

Meanwhile, the spokesman of the Social Democratic Party governorship candidate, Jonathan Vatsa, speaking on the incident, condemned Governor Mohammed Bago over his handling of the security situation in the state.

He lamented that the governor was busy with electioneering and had failed to protect lives and property.

“The security agencies in the state lack operational vehicles and other necessary equipment to confront the situation.

“The government is only there to issue statements either condemning every attack or condole with the people over the death of their loved ones without any cogent step to address the situation,” Vatsa said.
