PHOTOS: Madagascar’s president says a coup is underway after soldiers join anti-government protests

Madagascar’s president said Sunday that an attempted coup was underway in the Indian Ocean country, just a day after members of an elite army unit joined youth-led protests against the government and called for the president to step down.

President Andry Rajoelina’s office offered no details on who was behind the attempt and no signs of violence were immediately visible on the streets on Sunday, although there was a large military presence.

A commander of the elite CAPSAT unit, Col. Michael Randrianirina, denied any coup had taken place, but the unit claimed to have taken control of all of Madagascar’s armed forces and said it had installed a new leader of the military, Gen. Demosthene Pikulas.

“We responded to the people’s call,” Randrianirina told reporters. Pikulas, who spoke alongside Randrianirina, declined to say if they had asked Rajoelina to resign, but the CAPSAT army unit appeared to be in a position of authority.

Madagascar has been shaken by three weeks of the most significant unrest in years in the nation. The protests were led by a group calling itself “Gen Z Madagascar,” and the United Nations says the demonstrations have left at least 22 people dead and dozens injured. The government has disputed this number.

The whereabouts of the president were not immediately known on Sunday. His office said he “wishes to inform the nation and the international community that an attempt to seize power illegally and by force” has been “initiated.”

“In view of the extreme gravity of this situation,” the president’s office “strongly condemns this attempt at destabilisation and calls upon all forces of the nation to unite in defense of constitutional order and national sovereignty,” it said.

CAPSAT is the same army unit that was pivotal in a 2009 military-backed coup that first brought Rajoelina to power as the head of a transitional government.

A turning point in these protests came Saturday when soldiers from CAPSAT joined weekslong anti-government demonstrations and called for Rajoelina and government officials to step down.

Saturday’s protests were among the largest since the unrest began on Sept. 25 and Randrianirina said his troops had exchanged fire with security forces who were attempting to quell the protests and that one of his soldiers had been killed.

Speaking to crowds from an armored vehicle, Randrianirina said Saturday that Rajoelina, his new prime minister, the minister of the gendarmerie and the commander of the gendarmerie “must leave power. That’s all.”

“Do we call this a coup? I don’t know yet,” Randrianirina had said.

Madagascar, a large island of 31 million people off the east coast of Africa, has had several leaders removed in coups and has a history of political crises since it gained independence from France in 1960.

The 51-year-old Rajoelina first came to prominence as the leader of a transitional government following a 2009 coup that forced then-President Marc Ravalomanana to flee the country and lose power. Rajoelina was elected president in 2018 and reelected in 2023 in a vote boycotted by opposition parties.

As the news of Rajoelina’s statement broke, the U.S. Embassy in Madagascar advised American citizens to shelter-in-place due to a “highly volatile and unpredictable” situation. The African Union urged all parties, “both civilian and military, to exercise calm and restraint.”

The youth-led protests first erupted last month over electricity and water outages but have snowballed into larger dissatisfaction with the government and the leadership of Rajoelina.

Protesters have brought up a range of issues, including poverty and the cost of living, access to tertiary education, and alleged corruption and embezzlement of public funds by government officials and their families and associates.

Civic groups and trade unions have joined the protests, which have resulted in nighttime curfews being enforced in the capital, Antananarivo, and other major cities. The U.N. criticised the security forces for a “violent response” in the early days of the protests that led to the deaths of largely peaceful protesters, it said.

Rajoelina attempted to appease the protesters by firing his entire government, including the prime minister, on Sept. 29. But the protesters have not relented.

The Gen Z protesters who inspired the uprising have mobilised over the internet and say they were inspired by other protests that toppled governments in Nepal and Sri Lanka. – AP

Wale Edun, has been flown abroad for urgent medical treatment after suffering a stroke

Nigeria’s Minister of Finance and Coordinating Minister of the Economy, Wale Edun, has been flown abroad for urgent medical treatment after suffering a stroke, SaharaReporters has learnt.

A top government source confirmed the development on Sunday, describing Edun’s condition as “very serious,” though adding that he is receiving intensive medical attention overseas.

“It’s very serious. He may survive, but he can’t get back to work again,” the source told SaharaReporters, disclosing that the minister suffered severe paralysis as a result of the stroke.

The source further revealed that President Bola Tinubu has begun discreet consultations to identify a possible replacement for Edun following his health challenge.

“President Bola Tinubu is looking for a replacement urgently,” the source said, hinting at the mounting pressure surrounding recent economic and foreign exchange challenges. “The paralysis is severe. May God guide us all. This running after dollars is another matter.”

According to the source, Edun’s deteriorating health may be linked to exhaustion and stress resulting from his demanding schedule and poor lifestyle habits.

The source noted that senior officials reportedly work with little rest, irregular meals, and minimal sleep, often staying up until the early hours of the morning and resuming work after only a few hours of rest.

According to the source, Edun’s condition was confirmed by contacts within security circles, including the Department of State Services (DSS), who described him as “extremely ill.”

Meanwhile, President Tinubu departed Abuja on Sunday, October 12, for Rome, the capital of Italy, to participate in the Aqaba Process Heads of State and Government Level Meeting, with special focus on the security crisis in West Africa.

The meeting, which will begin on October 14, will bring together Heads of State and Government, senior intelligence and military officials from African countries, and representatives of intergovernmental and non-governmental organisations to discuss the evolving security challenges in West Africa.

The Aqaba Process Meeting is a counter-terrorism initiative launched by King Abdullah II of Jordan in 2015. It is co–chaired by the Hashemite Kingdom of Jordan and the Italian Government.

It recognises the complex security challenges confronting West Africa, including the expansion of terrorist networks, the growing crime-terror nexus, and the increasing overlap between land-based terrorism in the Sahel and the maritime piracy in the Gulf of Guinea.

Edun was appointed by President Tinubu as Nigeria’s Minister of Finance and Coordinating Minister of the Economy on August 21, 2023. Their professional relationship dates back to Tinubu’s tenure as Governor of Lagos State, where Edun served as Commissioner for Finance from 1999 to 2004.

He has overseen Nigeria’s fiscal policy, economic planning, and coordination of financial institutions.

Edun has been a central figure in Tinubu’s economic team since his appointment in August 2023; therefore, his temporary exit could impact ongoing fiscal reforms and budget planning.

Despite health concerns, he was recently involved in budget discussions with the Senate on Thursday.

Update your C-of-O or lose property, Borno warns residents

Borno State Government on Monday commenced community sensitisation on land and documentation exercise, warning that structures that henceforth violate land administration laws in the state will be pulled down.

The exercise, which was flagged off at Pompommari Bypass in Maiduguri, brought together officials of the state Geographic Information Service, Urban Planning and Regional Development Board, and community leaders and residents.

Addressing newsmen shortly after the exercise, the General Manager, Borno State Urban Planning and Regional Development, Liman Mustapha, said the sentisation provided an avenue for education and community enlightenment on land use in the state.

He said, “We have had a very interactive session with members of the community and stakeholders. One thing we discovered is that many people have the papers, but they didn’t change them to their names.

“If you have a C-of-O that is not in your name, it has to be consented to by the governor before using it for your personal purpose.

“If there is any change of purpose. For instance, if a land is granted for residential purposes and you want to use it for another purpose, you must seek approval from the Borno Geographic Information Service before embarking on it. However, if whatever you have is not in conformity with what is in your land title, then the state Urban planning will not approve it,” he added.

He, however, warned that “once these law is violated, if it’s necessary to correct, we will correct it, if it cannot be corrected, we are going to pull it down”

Also speaking, the Executive Secretary of Borno state Geographic Information Service, Adam Bababe, lamented that many residents have purchased properties without updating the land documents to reflect the identity of the new owners.

He said, “Borno Geographic Service is all about land management and administration. We are supposed to ensure that all land owners have proper documents for their properties. We have come to realize that the majority of people failed to comply with this documentation.”

Adam continued, “We see cases where original allottees have sold out their stake to Mr B, and Mr B has sold out to Mr C, who is now dead, and the children have inherited the land. So when you look at it, you will find that it is now held by other people, far from the original allotee, while it is still in the name of the original allotee. In such situation, you need to update this document. But they fail to do it.”

He also stated that there are issues relating to the conversion of land purpose without changing the document to reflect the new purpose for which the land is used.

“Houses are built for years on commercial lands while commercial activities are being conducted on residential lands. All these need to be corrected. So, if the people are unaware, we are out to make them aware. Therefore, we want to tell them that this is their responsibility, and that they need to do it; otherwise, they will end up losing these properties,” he warned

Participants at the session commended the Borno state government for the sensitisation initiative, noting that it will go a long way in reducing cases of land disputes in the state.

One of them, Muhammad Salisu, said, “We are glad that the initiative of this nature is coming this time. It will go a long way in resolving land disputes across the state.

“My appeal to the state government is that no community should be left behind. Everyone in the state must be informed, and I believe that if this is done. People will live, buy properties, and do their businesses in peace,” he said.

NiMet predicts three-day sunshine, cloudiness from Monday

The Nigerian Meteorological Agency has predicted sunshine and cloudiness from Monday to Wednesday across the nation.

NiMet`s weather outlook released in Abuja envisaged sunny skies on Monday with patches of clouds over the northern region.

It anticipated prospects of isolated thunderstorms with light rains over parts of Taraba and southern Kebbi states during the morning hours.

“Later in the day, isolated thunderstorms with moderate rains are expected over parts of Taraba, Adamawa, Kaduna, Borno, Bauchi, Gombe, Kebbi and southern Sokoto states.

“For central region, cloudy skies with spells of sunshine are expected with prospects of morning thunderstorms with moderate rains over parts of Niger, Benue, Plateau and Kogi states.

“Later in the day, isolated thunderstorms with moderate rains are anticipated over parts of the Federal Capital Territory, Niger, Kogi, Kwara and Nasarawa states,“ it said.

According to NiMet, a cloudy atmosphere is anticipated over the southern region with prospects of morning thunderstorms and light rains over parts of Ogun, Ondo, Ekiti, Imo, Ebonyi and Abia states.

It forecast isolated thunderstorms with moderate rains over most parts of the region later in the day.

NiMet predicted sunny skies on Tuesday with patches of clouds over the northern region during the morning period.

It envisaged isolated thunderstorms with moderate rains over parts of Kaduna, Taraba, Bauchi, Southern Kano, Southern Jigawa and Adamawa states later in the day.

The agency anticipated sunny skies with patches of clouds over the central region.

NiMet forecast morning thunderstorms with light rains over parts of Nasarawa, Kwara, Kogi, the Federal Capital Territory, Niger and Benue states.

According to it, isolated thunderstorms with moderate rains are anticipated over part of Nasarawa, the Federal Capital Territory, Niger and Kogi States later in the day.

“For southern region, cloudy atmosphere is anticipated over the southern region with prospects of morning rains over parts of Ogun, Ondo, Ebonyi, Lagos, Cross River, Rivers, Bayelsa and Akwa Ibom states during the morning hours.

“Later during the day, isolated thunderstorms with moderate rains are anticipated over parts of Imo, Ebonyi, Abia, Oyo, Ekiti, Osun, Cross River, Rivers and Akwa Ibom states,“ it said.

NiMet predicted sunny skies on Wednesday with patches of clouds over the northern region and thunderstorms with light rain over parts of Taraba State during the morning hours.

The agency envisaged isolated thunderstorms with Light rains over parts of Kaduna, Adamawa and Taraba States later in the day.

According to the forecast, a cloudy atmosphere with intervals of sunshine is anticipated over the central region with chances of thunderstorms and light rains over parts of Niger, Kwara and Benue States during the morning period.

The agency predicted isolated thunderstorms with moderate rains over parts of Kogi, Benue, Niger, Nasarawa and the FCT later in the day.

“Cloudy atmosphere is anticipated over the southern region with prospects of thunderstorms with light rains over parts of Cross River, Akwa Ibom, Rivers and Bayelsa during the morning hours.

“Later in the day, thunderstorms with moderate rains are anticipated over most places in the region,“ it said.

NiMet urged the public to drive under the rain with caution, ensure that loose objects are fastened to avoid collision and disconnect electrical appliances from electrical sockets.

It further urged the public to stay away from tall trees to avoid impact from falling branches and broken trees.

“Farmers should avoid leaching of nutrients by refraining from applying fertiliser and pesticides right before the rains.

“Airline operators are advised to get airport-specific weather reports (flight documentation) from NiMet for effective planning in their operations,” the statement added.
