Fraudsters rake in N134bn from banks, customers – CBN

Banks and their customers lost a combined N134.48bn to fraud between 2020 and 2025 amid a significant expansion in digital payments and financial technology adoption across the country, according to data contained in the Central Bank of Nigeria’s Nigeria Payments System Vision 2028 document.

The document, obtained by The PUNCH from the apex bank’s website, showed that attempted fraud across the banking and payments ecosystem amounted to N187.79bn during the six-year period, while actual losses stood at N134.48bn.

The losses were recorded across multiple payment channels, including over-the-counter transactions, Automated Teller Machines, cheques, e-commerce platforms, Internet banking, mobile banking, Point of Sale terminals, web channels and other electronic payment platforms, highlighting the growing challenge of safeguarding Nigeria’s increasingly digital financial system.

An analysis of the data showed that fraud losses increased steadily from N11.61bn in 2020 to N12.77bn in 2021 and N14.32bn in 2022. The figure rose further to N17.67bn in 2023 before surging dramatically to N52.26bn in 2024, the highest annual loss recorded within the six-year period.

The 2024 figure alone accounted for nearly 39 per cent of the total N134.48bn lost between 2020 and 2025, showing the scale of the fraud challenge faced by banks, payment service providers and customers.

Similarly, attempted fraud climbed from N13.26bn in 2020 to N14.48bn in 2021, N16.41bn in 2022 and N19.72bn in 2023 before jumping to N86.36bn in 2024. However, both attempted fraud and actual losses declined in 2025, falling to N37.57bn and N25.85bn, respectively. The report attributed the sharp rise in fraud losses in 2024 largely to a major internal fraud case involving N30bn.

According to the document, “Fraud amounts in Internet Banking, Mobile, and POS channels declined, yet overall losses rose by 196 per cent, primarily due to a major internal case involving N30bn. Web fraud incidents also increased by 169 per cent.”

The apex bank noted that the trend demonstrated how a single large-scale fraud incident could significantly distort industry-wide loss figures despite improvements in several digital payment channels.

Before the 2024 spike, the report showed that fraud patterns had evolved across different payment platforms.

In 2021, web-based fraud declined by 43 per cent, but losses still increased because of a 276 per cent rise in Point of Sale fraud incidents. In 2022, fraud losses rose by 12 per cent, driven largely by major fraud incidents affecting corporate accounts, while ATM fraud surged by more than 2,000 per cent despite declines in mobile, POS and web channels.

The report further revealed that fraud losses in 2023 increased by 23 per cent, largely due to an explosion in e-commerce-related fraud cases. “Fraud losses rose by 23 per cent, largely due to a spike in e-Commerce incidents, which escalated by 1,961 per cent. Mobile, POS, and Web channels recorded moderate increases,” the CBN stated.

Despite the persistent fraud threat, the regulator said the industry recorded a notable improvement in 2025 following stricter controls and enhanced collaboration among stakeholders.

The document stated, “In 2025, electronic payment fraud declined by 51 per cent, demonstrating the success of stricter regulations, increased industry cooperation, enhanced prevention strategies, and improved monitoring.”

It added that the Central Bank of Nigeria, working alongside industry stakeholders, had strengthened oversight and introduced collaborative safeguards aimed at reducing vulnerabilities across payment platforms.

The findings come as Nigeria experiences an unprecedented shift towards electronic payments, with instant transfers, mobile banking, fintech applications and digital wallets becoming central to daily commercial activities.

In the foreword to the Payments System Vision 2028 document, CBN Governor Olayemi Cardoso said Nigeria’s payments ecosystem had evolved into one of the most dynamic and innovative in the world over the past decade, driven by real-time payments, digital adoption and fintech-led transformation.

Cardoso said the country had recorded significant growth in electronic payments and digital financial services under the previous Payments System Vision 2025 framework but stressed that the next phase would require stronger resilience and coordination as the system continued to expand.

The CBN acknowledged that while digitalisation has improved financial inclusion and lowered transaction costs, it has also created new risks that require stronger cybersecurity measures, consumer protection mechanisms and fraud-monitoring systems.

Under the new Payments System Vision 2028, the regulator plans to prioritise security, trust, innovation, interoperability, inclusion and collaboration as guiding principles for the next stage of payments system development. The framework also seeks to strengthen regulatory oversight, improve cyber resilience and deploy emerging technologies to combat increasingly sophisticated fraud threats.

Six ISWAP fighters surrender to military in Borno

Six suspected fighters of the Islamic State West Africa Province, alongside their family members, have surrendered to troops of the 192 Battalion, Sector 1, Operation Hadin Kai, in Gwoza Local Government Area of Borno State.

The Acting Military Information Officer, Headquarters North-East Joint Task Force, Operation Hadin Kai, Lt. Col. Mohammed Goni, disclosed this in a statement on Thursday while highlighting the latest operational gains recorded across the theatre.

He said preliminary investigations revealed that the group fled from the Guduf Bubayagwa and Chikide terrorist enclaves in the Mandara Mountains of Gwoza LGA.

The statement read, “The Joint Task Force North East, Operation HADIN KAI (OPHK), has continued to sustain its operational momentum across the North-East Theatre, recording another series of significant successes through relentless search-and-rescue operations, intelligence-led missions and coordinated security efforts aimed at denying terrorist groups freedom of action.”

In Askira/Uba Local Government Area, Goni said troops of the 115 Task Force Battalion, on July 7, 2026, while conducting ongoing search-and-rescue operations, successfully rescued two additional abductees from a terrorist hideout.

“During the operation, troops recovered cash totalling One Million, Two Hundred Thousand Naira (N1.2m), suspected to be proceeds of criminal activities, as well as food items and other logistics believed to have supported terrorist operations,” he said.

He added that the rescued victims had been evacuated to a secure location, where they were receiving medical care and psychosocial support.

“Additionally, six suspected ISWAP terrorists, alongside their families, surrendered to troops of the 192 Battalion (Main), Sector 1, OPHK. Preliminary investigations revealed that the families escaped from the Guduf Bubayagwa and Chikide terrorist enclaves in the Mandara Mountains, Gwoza LGA.

“Items recovered from the terrorists and their families include the cumulative sum of One Million, Five Hundred and Forty-One Thousand, Five Hundred Naira (N1,541,500), two Tecno mobile phones and other items,” he stated.

The army spokesman also said troops apprehended a suspected Boko Haram/ISWAP logistics supplier at the Molai checkpoint while in possession of large quantities of medical supplies without the required clearance.

“The suspect and the items are in custody for further interrogation,” he said.

During the same period, Goni said troops of Operation Hadin Kai deployed at the Forward Operating Base, Logomani, in Ngala Local Government Area of Borno State, under Sector 1, successfully repelled a coordinated attack by ISWAP terrorists.

“Although the insurgents briefly breached a section of the base’s defensive perimeter during the intense firefight, the troops rapidly regrouped, mounted a determined counter-offensive and decisively repelled the attackers, inflicting significant casualties and forcing the surviving terrorists to flee with varying degrees of gunshot wounds.

“Regrettably, one gallant soldier paid the supreme price, while two gun trucks and some combat enablers were damaged during the engagement,” he said.

According to him, the situation at FOB Logomani remains firmly under the control of Operation Hadin Kai troops, with reinforcements deployed, exploitation operations ongoing and additional measures being implemented to strengthen the base’s defensive capability.

In another operation, Goni said troops of the 232 Battalion, acting on credible intelligence, arrested a notorious criminal in Gombi Local Government Area of Adamawa State.

He added that follow-up operations led to the recovery of one AK-47 rifle, two magazines and 28 rounds of 7.62mm special ammunition.

“The suspect and recovered items are currently in military custody, while further investigations are underway to identify and apprehend other members of the criminal network,” he said.

Meanwhile, troops of the 149 Battalion also arrested two suspected terrorist logistics suppliers in Mobbar Local Government Area of Borno State.

Recovered items included cash, a Volkswagen Golf car, construction materials, household items and other supplies suspected to have been destined for terrorist elements.

“The suspects are currently undergoing interrogation, while the recovered items remain in military custody as investigations continue,” he added.

As part of ongoing offensive operations, Goni said troops of the 24 Task Force Brigade, in conjunction with members of the Civilian Joint Task Force, carried out a clearance operation on known terrorist enclaves around Wulgo.

“During the operation, troops exploited the terrorists’ hasty withdrawal and recovered a sack containing assorted illicit drugs abandoned by the fleeing insurgents,” he said.

He noted that the recovery further demonstrated the sustained pressure being mounted on terrorist groups, disrupting their operations and denying them freedom of movement.

In Sector 2, troops of the 233 Tank Battalion, in conjunction with hunters, intercepted and arrested a suspected Boko Haram/ISWAP logistics supplier from Ngirya village in Tarmuwa Local Government Area with five motorcycle tyres.

“The suspect and the items are in military custody for investigation,” he added.

According to Goni, the latest operational gains underscore the effectiveness of sustained offensive operations, actionable intelligence and collaboration among security agencies and auxiliary forces in dismantling terrorist logistics networks, disrupting criminal activities and protecting vulnerable communities across the North-East.

“Headquarters Operation HADIN KAI assures the public that ongoing search-and-rescue operations will continue with unwavering resolve until every abducted person is accounted for and safely reunited with their families,” he said.

He also warned individuals supplying food, fuel, construction materials, transportation or any other form of logistics to terrorist groups to desist immediately.

“Anyone found aiding, abetting or collaborating with terrorist elements, directly or indirectly, will be identified, apprehended and prosecuted in accordance with the law,” the statement added.

PHOTOS: Police arraign brothel proprietor and 29 others after raid on criminal hideouts in Delta

The Delta State Police Command has arraigned a 63-year-old proprietor of a popular brothel in Asaba, Prince Chizoba Ojokwu, along with 29 other suspects.

The suspects were arrested following an intelligence-led crime prevention operation targeting criminal hideouts across the state.

The spokesperson for the command, ACP Bright Edafe, who disclosed this in a statement on Wednesday, July 8, 2026 said Ojokwu, owner of Prince Tarvan 50 brothel, was charged before the Asaba Magistrates’ Court for allegedly permitting his premises to be used as a brothel and procuring women and girls for pr0stitution.

Edafe said the brothel owner was among 202 suspects arrested during the large-scale intelligence-led operation conducted on Saturday, July 4, 2026.

The coordinated raid targeted identified criminal hideouts, brothels and suspected illicit drug dens across the Asaba metropolis and adjoining communities as part of the command’s sustained efforts to combat crime and improve public safety.

“The Delta State Police Command has arraigned thirty (30) suspects arrested during the intelligence-led crime prevention and enforcement raid conducted across identified criminal black spots within the Asaba metropolis on Saturday, 4 July 2026,” the statement read.

“The suspects were among the two hundred and two (202) persons arrested during the operation led by the Deputy Commissioner of Police, Department of Operations.

“The intelligence-driven operation, which was based on credible information generated by the State Intelligence Department (SID), targeted identified black spots, brothels, and suspected illicit drug dens across Asaba and adjoining communities.

“Following the conclusion of preliminary investigations, one hundred and seventy-two suspects were screened and released unconditionally, one of the suspects, Prince Chizoba Ojokwu, 63yrs, proprietor of Prince Tarvan 50 Brothel, was arraigned before the Asaba Magisterial District for allegedly permitting his premises to be used as a brothel and procuring women and girls for prostitution, offences punishable under Sections 224 and 223 respectively of the Criminal Code Law, Cap. C21, Vol. I, Laws of Delta State of Nigeria, 2006.

“The remaining twenty-nine (29) suspects were arraigned for conduct likely to cause a breach of the peace and possession of illicit drugs.

“The Commissioner of Police, Delta State Command, CP Yemi Oyeniyi, psc, acipm, mnips, reaffirmed the Command’s commitment to ensuring that every lawful arrest is followed by diligent investigation and prosecution where a prima facie case is established.

“He warned operators of criminal hideouts and other unlawful establishments to desist from activities that threaten public peace and security, emphasizing that the Command will continue to sustain intelligence-led operations to rid the State of criminal elements.”

PHOTOS: Troops intercept woman and 2-year-old child allegedly heading to terrorist enclave in Borno

Troops of the 26 Task Force Brigade under Operation HADIN KAI have intercepted a 20-year-old woman and her two-year-old child while she was allegedly attempting to make her way into a terrorist-held enclave near the Mandara Mountains in Borno State.

Intelligence sources said that the woman, identified as Aisha Idrisa, was arrested at about 3:50 p.m. on July 4, 2026 by troops conducting picketing duty along the Gwoza–Pulka Road.

The sources said she was intercepted near the foothills of the Mandara Mountains, an area known to harbour remnants of terrorist groups operating along the Nigeria-Cameroon border.

She was accompanied by her two-year-old child, Musbahu Christopher, at the time of the arrest.

Items recovered from the suspect included an Itel mobile phone, an extra battery, and some personal clothing.

During preliminary questioning, Aisha reportedly claimed that she was heading to her farm.

However, intelligence available to the troops suggested she was attempting to gain access to a terrorist enclave, prompting her arrest for further investigation.

She is currently in the custody of the 26 Task Force Brigade for further interrogation and other necessary actions.

Security sources said the interception forms part of ongoing efforts by Operation HADIN KAI to block movement routes used by insurgents and their collaborators, particularly around the Mandara Mountains, where troops have sustained clearance and surveillance operations.

They added that while the overall security situation across the theatre remains relatively calm, it is still unpredictable, with troops maintaining a high level of vigilance and operational readiness.
